Meet the Institutional Research Staff

Dr. Judith Nyabando serves as Chief Data Officer for the university and Director in the Office of Institutional Research. Her duties include managing the IR office, co-leading the data governance initiative, preparing reports for internal as well as external audiences (such as UT System, state [THEC], federal [IPEDS], NC-SARA, SACSCOC, and others), and leading the implementation and administration of Digital Measures - faculty activities reporting system. She represents the campus on system-wide data committees/task forces as designated by UT System. She also supports the university’s efforts in SACSCOC accreditation, strategic planning, enrollment management, student success, and other related areas.

She joined the University of Tennessee Health Science Center in July 2012. Previously, she served as a Research Analyst in the Office of Institutional Research at Southwest Tennessee Community College.

Dr. Nyabando has a Doctor of Education degree in Educational Leadership and Policy Analysis and a Master of Science degree in Computer Science from East Tennessee State University. She also obtained a Bachelor of Science degree in Computer Science from Bennett College.

Brett Kocher, PhD

Dr. Brett Kocher joined the Office of Institutional Research in the role of Data Scientist in 2024. In this role, he is responsible for obtaining actionable insights from institutional data using advanced analytic methods; designing and implementing data collection efforts; ensuring the accuracy, completeness, and reliability of performance data; and providing clear and concise interpretations of data to guide decision-making aligned with the UTHSC strategic plan. Dr. Kocher previously taught university economics at Kent State University in Ohio and Ithaca College in New York. He earned his Doctor of Philosophy in Economics from Claremont Graduate University in Claremont, California, and holds a Master of Science in Statistics from California State University, Fullerton.

Megg Doolin serves as the Lead Digital Projects Analyst in the Office of Institutional Research. In her current role, she is responsible for the overall administration and management of Digital Measures (faculty activities reporting system), including Digital Measures administration, Digital Measures interface with other campus (university, college, program) systems, development and deployment of training, and identification and production of customized reports and web forms/screens/data collection for UT System, UTHSC, colleges and departments. Megg joined the University of Tennessee Health Science Center in September 2020 after completing her Master of Science in Information Sciences from the University of Tennessee - Knoxville.

Todd McCarver serves as Data Analyst in the Office of Institutional Research. In his current role, he is responsible for collecting, transforming and analyzing data; ensuring accuracy and consistency of datasets; develops insights from the data and analyses;  and communicates the data, findings, and insights to a variety of audiences, including both internal (leadership, colleges, and administrative units) and external (UT System, THEC, and other agencies). Todd joined the University of Tennessee Health Science Center in January 2022. Previously he served as Data Analyst at the University of Memphis in the Office of Development.  He earned his Bachelor of Science Degree in Computer Science at the University of Mississippi, Oxford Mississippi.
