Dr. Lockhart joined the UT Memphis faculty in the fall of 2000 and teaches two courses, Health Economics and Leadership and Health Policy. She is a Fellow in the American Academy of Nursing and is located in Tempe, Arizona where for the last twenty-four years she has had her own health systems relations and policy consulting firm, C. Lockhart Associates. Lockhart Associates provides assistance to local, national, and international organizations planning for and implementing health and public health policy and program change. She has been a frequent contributor of policy briefs and studies for the Arizona-based foundation, St. Luke's Health Initiatives, many with a focus on healthcare workforce policy.
Recent activities included working as a consultant with the University of New Mexico Robert Wood Johnson Foundation Nursing and Health Policy Collaborative on integrating health policy into DNP and PhD nursing programs and going on to serve as a Visiting professor at UNM in 2014-2015 during which time she co-chaired a national conference on the same topic. She undertook an initiative to revive an Arizona Bioethics Network to create a Community of Practice supporting practical health care ethics and an environment that improves decision-making and conflict management for patients and caregivers. Dr. Lockhart served five years on the Physician Payment Review Commission, an advisory body to Congress on physician payment reform under Medicare and was the first director of the Arizona Health Care Cost Containment System, the nation's first capitated, prepaid Medicaid program.
