Special Projects & Planning

The primary function of the Special Projects and Planning Office is to serve Finance and Operations in the areas of planning and special project management to provide analyses, reports and strategic recommendations.  Another important function is to ensure that federal, state, and University fiscal regulations are followed in the areas of sponsored research as well as educational and general funding.

Services provided by Special Projects and Planning include:

  • Conduct financial and management reviews of programs and operations for compliance and to evaluate whether results are consistent with University objectives.
  • Development and implementation of compliance assurance programs required for compliance with federal regulations, including Cost Accounting Standards and Office of Management and Budget Circular A-21.
  • Preparation of the Federal and Administrative (F & A) Cost Rate Proposal and subsequent negotiations with the federal government.
  • Evaluation of F & A effects of current and proposed projects and operations
  • Monitor the University’s cost share requirements by reviewing budget data submitted by Colleges on grants and to ensure that proper approvals are obtained from the department level to the Chief Business Officer (CBO) level.
  • Oversee the process for obtaining Outside Interests Disclosure Forms from faculty and staff in accordance with the UT’s Conflict of Interest policy and to conduct reviews and investigations of potential issues.
  • Act as the back-up CBO approver for campus-wide documents submitted through IRIS for electronic approval.
  • Ad-hoc reporting for senior administrators.
